The AGM is on Wednesday 8th February 2017 at Essington WMC at 7.30 pm.
Attendance is mandatory with no apologies accepted.
Non-attendance will result in a £25 fine.

Most Clubs should by now received the 2017 Club Registration form. If you have not received one by email, either your email address on record is incorrect or I do not hold one. If this is the case please email me and include you club name and I will send out a copy. It is in Excel format; if you are unable to open Microsoft excel then I can send instructions to download in google docs (which is free software) and will convert your club into this format and send or shared it.

20 January 2017 ANNUAL GENERAL MEETING
The above-mentioned meeting will be held at Essington WMC, High Hill, Essington, Wolverhampton. WV11 2DW at 7.30p.m. on Wednesday 8th February 2017. All clubs and Leagues to be represented. Failure to do so will result in a £25.00 fine.

That Mel Evans MBE is made Honorary Life Member of the Association. 8. In Rule 12.10 Rules for All Competitions a proposal from Stafford & District Bowling League and seconded by Hyundai Stafford League to now read, ‘If a competitor has a walkover during any competition they will be allowed 10 minutes practice on the green and then the jack shall be decided by the toss of a coin. In the event of a multi-green venue the roll up will take place on the green that the player was originally drawn’. The reason for this proposal is just having first roll of the jack is no advantage against a player who has played a complete game. 8a Rules Revisions Proposed by Management Committee see separate sheet.

Management Committee Rule Change Proposals 2017
3 Constitution Rule 3.2 Line 4 Add to “AGM/Rules revision meeting” (Hereafter referred as) “AGM/RR meeting”. Change all later reference to AGM and Rules Revision to reflect. (Include Rules 6, 6.3 see below) Line 5 remove biannual. Rule 3.3 • Remove Chairman Challenge & Consolation Cup • Remove Publicity Officer and replace with Website Manager • Replace Child Protection Officer with Welfare Officer
4 Membership Rule 4.5 Add “and hold appropriate Public Liability Insurance” Rule 4.6 Clarify Line 10 and 11 (Conflict) Clubs with secondary affiliation will be required to pay an annual fee (see 10.1.3) but not to the additional Development Fund. Rule Change 4.6 (Add (“s” to affiliation) This implies that secondary affiliated members should pay (10.1.5) Individual player registration. (£1 per player) Therefore 10.1.5 Fees Remove (players of clubs with primary affiliations – main club only) Also means that Secondary players for each club should pay Individual player fee but are exempt from Development fee.
6 Rules 6.3 Line 3 and 4 replace HYM with AGM/RR meeting.
7. Register of Players Rule 7.5 “The SCBA registration fee will only be required to be paid by the players’ principal club”. Remove There is no Staffordshire registration fee. Replace with New registrations will pay a £5 Staffordshire registration fee in addition to BCGBA fee.
8. Resolution of Disputes Rule 6 Remove This fee will be returned “should the appeal be upheld” replace “at the discretion of the Appeal committee”. Rule 7 Remove and replace with “Application for the reinstatement of a player should be received up to 30days prior to the completion of any sanction or imposed ban from playing”
10 Fees & Fines 10.1 5 Individual player fee – Option 1 Increase to £1.25 2017 and (£1.50 2018 and remove Club fee £15) Option 2 Increase to £1.50 2017 and remove £10 Club fee. 9. Add new rule in Line with 7.5 above if passed. **(Amend Fees structure as appropriate)
11. Competitions Rule 11.2.1 Remove “RRM” and add Published in the County Handbook and on the County website. Rule 11.2.3 Add (Clubs to provide an up to date e-mail address for county communication). 12 Rules of Competitions 12.5 Remove “unless specifically stated” (In line with BCGBA rules).
Appendix 1 SCBA Competitions. Rule 1.1.2 remove 31st January and replace by AGM (to include Consolation Cup entries). Rule 6 FW Collins Cup Remove 6.2 and re-number rules 6.3 to 6 .7 to 6.2 – 6.6
